Frostpunk 2’s The Surge makes power the thing to fight over

Frostpunk 2 The Surge is planned for Steam on 14 December 2026, adding a new region, a power resource, storm tech, caves and warring factions.

A resource built for arguments

Give a Frostpunk city a miracle and its people will immediately split over who gets to use it. That’s the whole pitch of Frostpunk 2 The Surge, the first major scenario expansion for 11 bit studios’ city-builder, and it’s why we’re more interested in the new resource than in the new map. The expansion’s Steam page lists a planned release date of 14 December 2026.

The resource is billed as “capable of elevating city automation to unprecedented levels”, and the store text asks the obvious follow-up itself: “But at what cost?” Its answer is short: “Factions squabble over its use, and the valley’s mysteries do not yield easily.” Nobody has to tell a Frostpunk player how that goes.

The setup is a story-driven campaign in a brand-new region “far beyond previous borders”. Your people have wandered for years and are now divided: some speak of a new type of city that can conquer the frost itself, others of heading further South towards warmth and survival. Both camps will help you with the valley’s secrets, the page says, though where society ends up is “solely yours to decide” from a branching set of outcomes.

Whiteouts become a harvest

The Surge also lets you put the weather to work. Specialised storm-driven technology converts “catastrophic whiteouts into harvested and stored resources”, so the thing that usually threatens the city becomes a supply line. Elsewhere in the valley you can venture into caves and ruins for hidden treasures.

Rock Paper Shotgun reads the rumoured relic, a “marvel left behind by history’s greatest mind”, as pointing to Nikola Tesla and electricity. The Steam page never names him, so treat that as a reading, but it fits a resource that powers automation and sets factions against each other.

We think that’s the right design instinct. A new power source everyone agrees on would be a tech-tree unlock; one the factions fight over is a Frostpunk problem. It also lands in a busy month, alongside Thief’s remaster on 3 December and Caves of Qud: Diaspora’s early access on 9 December.

The Surge requires the base game, and the Steam page shows no price for the expansion yet. More dated releases are on our list of upcoming PC games with real dates. What we’d like to see before 14 December is how many factions the new resource actually splits the city into.
